Latvia supports the establishment of a tribunal against Lukashenko

Deputy Head of the United Transitional Cabinet, Head of National Anti-Crisis Management Mr.Pavel Latushko met with National Security Adviser to the President of Latvia, Secretary of the National Security Council Mr.Jānis Kazochins, Foreign Affairs Adviser to the President of Latvia Ms.Solveiga Silkalna and Ambassador of Latvia to Poland Mr. Juris Poikāns.


During the meeting, the parties discussed the following topics:

  • increasing the effectiveness of measures of economic pressure on the regime and political support for national sanctions of Poland and Lithuania. In particular, the closure of commercial border crossings on the EU-Belarus border. At the same time, Pavel Latushko noted the importance of maintaining the operation of civilian crossings for humanitarian purposes. The Statement of the Cabinet on this matter was handed over to the Latvian side;

  • The Cabinet's concept of international legal pressure on the regime. Pavel Latushka brought the position on the establishment of an international criminal tribunal for crimes against humanity committed in Belarus since 2020, a tribunal for the crime of aggression against Ukraine, filing an application against Belarus in the International Court of Justice, as well as supporting initiatives of universal jurisdiction.

Solveiga Silkalna pointed out that this topic is of particular interest to the President of Latvia, who is at the forefront of European leaders who advocate the establishment of a special tribunal for the crime of aggression committed in Ukraine. According to Advisers to the President of Latvia, the topic of the tribunal for crimes against humanity committed in Belarus since 2020 is also a priority for the Latvian side.


Also, the Latvian side was informed about the position of the Cabinet on the necessity of recognition of the KGB and the Main Directorate for Combating Organised Crime and Corruption (GUBOPIK) as terrorist organizations. The official letter to the authorities of Latvia on this matter was handed over during the meeting.


It was also agreed that in the near future a legal concept of the Cabinet on ensuring the responsibility of the Lukashenko regime for crimes of aggression and against humanity will be transmitted to the Chancellery of the President and the Ministry of Justice of Latvia.
