Development of Personnel for the transitional period in Belarus



We are best prepared to ensure the best foreign policy direction of Belarus during the transitional period of our country, from a dictatorship to a democracy


On December 20−21, the United Anti-Crisis Management team organized an educational and practical seminar for representatives of the People’s Embassies of Belarus. This event was attended by representatives of the United Transitional Cabinet of Belarus — Pavel Latushka and Alina Kovshik, Deputy representative of the Cabinet for Foreign Affairs Uladzimir Astapenko, experts of the National Academy of Sciences, representatives of People’s Embassies and other democratic groups.


"If today were the day of the start of the transitional period (of Belarus from a dictatorship to a democracy), out of all the state administration bodies, we are the closest to ensuring the smooth operation of the Ministry of Foreign Affairs of Belarus and key embassies, taking into account the personnel potential of the United Transitional Cabinet and democratic forces. People’s embassies are an institution that, in two years, has developed into a system of representation of Belarus' interests in foreign countries through communication with governments, parliaments, ministries of foreign affairs, foreign diplomatic institutions, society and the media." Pavel Latushka noted in his speech.


Over the past two years, as part of the diplomat training program, Warsaw University has produced 47 future diplomats for New democratic Belarus. In December, another 15 students were enrolled in the program. At the same time, the Vienna Diplomatic Academy also prepares future diplomats. Graduates of the programs of these universities will fill the register of the "Personnel Reserve for New Belarus" program, which prepares managers for the executive institutes of Belarus for the transition period.


The representatives of the BYPOL (members of former security service personnel) organization familiarized the participants with the detailsof the "Victory" plan: "The main thesis is a comprehensive plan, it concerns all Belarusians — within the country and abroad. We must all be ready at the right moment to perform the prescribed tasks, use all opportunities and connections to cut off the oxygen of the regime and come to victory."


"It is necessary to increase the awareness of European politicians about the ways of circumventing the sanctions aimed at Russia through Belarus, the weakness of the policy of unequal sanctions against Russia and Lukashenka’s regime," the representative of the NAU economic team noted in his speech.


Moscow and Minsk easily bypass sanctions, which cause less damage to the military aggressors in the Kremlin, and the intermediaries in business with the regime of Belarus get rich on smuggling. Why did the sanctions not lead to the desired goals? They were introduced too slowly, had many exceptions and gave time to prepare, rearrange logistics, while also making money from it. Loopholes in these sanctions need to be closed so that the restrictions are effective, not decorative.


The head of the Representation of Flanders (region of Belgium) in Poland, Thomas Kastrell, introduced the participants to the foreign policy work of his department and the law-making system of Belgium. The diplomat emphasized: Flanders supports the United Transitional Cabinet. Thanks to the government of Flanders, the representative office of the Cabinet of Belarus was opened in Brussels.


The representative of the Cabinet for National Revival Alina Kovshik noted: "Together with the National Embassies, we can implement a number of strategic projects, such as Belarusian Saturday schools, libraries and book clubs, as well as jointly celebrate events important for national revival."
