- Death penalty for attempted acts of terrorism — bill to intimidate citizens
The NAM lawyers about the regime’s new bill aimed at intimidating Belarusians "Deputies" said the bill is aimed at "deterring destructive elements" and "the state’s determined fight against terrorist activity." Given how broadly the authorities have been interpreting the concept of "terrorism" of late, the NAМ lawyers Mikhail Kirilyuk and Artsiom Praskalovich are confident that the innovation is aimed at bringing as many political cases as possible under the article providing for the death penalty. In an interview with the BBC Mikhail Kirilyuk says that the main purpose of the bill is to intimidate citizens. There are well-known surnames in the KGB lists of persons involved in terrorism: Latushka, Tihanovskaya and others. The article "terrorism" is used to persecute political opponents of the regime. This law is adopted not to regulate social legal relations, but to legally formalize the forcible retention of power. If we look at the latest criminal cases in Belarus under the article "Acts of terrorism," we will find there politicians and activists, whom the authorities consider the most dangerous for themselves, but not the real terrorists. However, since despite the false accusations of terrorist acts, the Belarusian special services have not yet been able to demonstrate a single completed terrorist act, they decided to take the path of changing the law. In our opinion, the most probable reason for such bills is that it is easier for the Belarusian special services to portray an "attempted" fake terrorist act than to organize a real one. Artsiom Praskalovich expressed a similar opinion in his commentary to Belsat: the very possibility of the death penalty for unrealized actions is a legal nonsense. In this case, there is no logic or adherence to the laws of lawmaking, which is not surprising in a lawless country. Belarus ranks last in the global terrorism index, with no terrorist attacks in our country since 2012. The only reason for the unprecedented changes in the Criminal Code is the protest and anti-war activity of Belarusians.

How realistic is this? - It is obvious that the statements made by the high-ranking officials of Poland and Lithuania about the possible closure of the borders with Belarus are based on the potential threats to national security posed to our closest European neighbors by the presence in Belarus of armed militants of the Wagner PMC, who have at their disposal including armored vehicles. It is also obvious that these threats are considered real and such an assessment is based not just on information from open sources. - It is important to note that the statements made show the commonality and coherence of the position of Poland, Lithuania and Latvia and their readiness to act together and jointly respond to threats emanating from the territory of Belarus. - It is necessary to be aware that the places where Wagner militants gather on the territory of Belarus, in case they carry out aggression, will be legitimate targets for strikes both from the side of the country/countries subjected to aggression, and for the NATO armed forces as a whole . - As the person directly responsible for unleashing another border crisis, Lukashenka is obliged to immediately withdraw the militants of the Wagner PMC from the territory of Belarus and stop taking actions that threaten Belarus, our neighbors and the entire region with a new military conflict. - In the event that the decision to completely block the borders is made, regardless of whether any aggression is carried out from the territory of Belarus or such a decision is made preventively, Lukashenka personally bears all responsibility for this, at whose invitation the militants from PMC “Wagner” are located on the territory of Belarus. And in case of aggression, the Ministry of Defense and the State Border Committee of the Republic of Belarus will also bear responsibility. - At the same time, in any case, it is important to insist on maintaining humanitarian corridors for Belarusians - however, it is important to understand that the decision to close borders and other response actions will be taken by our neighbors, based, first of all, on their own national security. For Lukashenka, the national security of Belarus, obviously, means absolutely nothing. After all, it was he and his criminal actions that led to the fact that the national security, national interests and independence of Belarus today are under the greatest threat in the last 30 years.
- Recognition of the Lukashenko regime as a sponsor of terrorism
On July 27, Deputy Head of the Union Transitional Cabinet and Head of the National Anti-Crisis Managment Pavel Latushka met with Radosław Fogel, Chairman of the Commission on Foreign Affairs of the Seimas of the Republic of Poland and Jan Malitsky, director of the Center for Eastern European Studies. One of the topics of the meeting was to consider the possibility of recognition by the Polish Sejm of the KGB and GUBOPik organizations as terrorist, and the Lukashenko regime as a sponsor of terrorism. At the meeting, the justifications prepared by the experts of the NAU team were presented, which describe the terrorist activities of these organizations: the migration war against the European Union, the forced landing of a Ryanair aircraft, systematic attacks on the civilian population, etc. The main purpose of the meeting was to transmit the report on crimes against humanity, published by the Center for Law and Democracy Justice Hub on July 26, in preparation of which the NAU team participated. This document actually substantiates the fulfillment of the criterion of international criminal law “that there are sufficient grounds to believe” that systematic and large-scale attacks against the civilian population of Belarus constitute crimes against humanity. The Polish side was asked to support the mechanisms for bringing the Lukashenka regime to justice for crimes against humanity. The Chairman of the Commission for Foreign Affairs of the Seimas of Poland expressed his readiness to discuss this proposal with the leadership of the Seimas. Separately, the topics of threats to the Belarusian people, as well as neighboring countries of Belarus, related to the deployment of PMC Wagner mercenaries and nuclear weapons on the territory of Belarus were touched upon. A representative of the Polish parliament plans to discuss the situation in Belarus during the next meeting in September of the heads of the foreign affairs commissions of the EU parliaments.
- Who is the real traitor of the state?
There are special dates in our history. One of them is July 27th. Until 1996 Belarusians celebrated Independence Day on this day. On July 27, 1990, the choice of the Belarusian people, thanks to the efforts of the deputies of the Supreme Council, was confirmed by the adoption of the Declaration of State Sovereignty, which was supposed to confirm the independence of Belarus as a state. The emergence of an independent Belarusian state is a moment that I experienced personally. I remember that day well, when in my youth I stood on Independence Square, waiting for a fateful decision to be made. I also remember well the last rally before my first foreign business trip as Vice-Consul of Belarus in Bialystok. Then, on July 27, 1996, I remember a column with white-red-white flags that passed through the capital Nemiga. 33 years after this fateful event, Belarusian sovereignty faced an acute crisis: national symbols with a thousand-year history were banned, the use of the Belarusian language was eradicated, more than 140 figures of Belarusian culture were imprisoned (source: data of the Belarusian Council of Culture - BRR website ). Treason to the state is one of the "mandatory" articles of the Criminal Code, according to which Belarusian cultural figures are judged - those people who contributed to the preservation of our national heritage. The Lukashenka regime considers such people personal enemies, and the puppet courts impose huge sentences on trumped-up cases of high treason. But it is Lukashenka's regime that betrays the country, betrays the Belarusian people and Belarusian culture. After all, the real betrayal of the country is the eradication of the Belarusian language. Tens of thousands of political prisoners and thousands of political prisoners is a real betrayal of the people. The real betrayal of the state is trading in sovereignty. Today, the main task for us is to preserve the independence of Belarus. And today it is clear that the main threat to him is the Lukashenka regime. Today, Russian troops and a foreign military campaign are based in the country, monuments to cultural figures are demolished by the regime, Belarusian-language bookstores are closed, the people's cry "Long live Belarus!" recognized by the Nazi regime. But at the same time, the self-proclaimed dictator travels to Moscow with reports and allows the use of the territory of Belarus for military purposes. So who is the real traitor to the state? In the interests of which state is the dictator playing? Lukashenko lives only for the moment, thinks only about his own ambitions, the purpose of which is to maintain power and avoid punishment for the crimes committed. To ensure the viability of the system, he is ready to enter into an alliance with Russia on any terms. In exchange for such support, he willingly pays off the basic elements of the state - sovereignty and independence. He, a real traitor to the state, is ready to do anything to avoid punishment for his crimes. But power cannot be eternal. Soon his time will come to an end, and all real traitors to the state will be punished accordingly. The regime is doing everything to deprive us of its own, Belarusian, trying to transfer the country to the cultural, economic and political tracks of a foreign state - Russia. But while Lukashenka is getting rid of everything national, Belarusian culture is developing abroad. On July 22, the Museum of Free Belarus, opened in Warsaw with the support of the People's Anti-Crisis Administration, celebrated the year of work. Festivals of Belarusian culture and tours of Belarusian theaters abroad are held, the work of Belarusian publishing houses at home continues. Belarusian statehood is impossible without the preservation of Belarusian identity and culture. After all, our heritage is our identity. And it is the relationship with her that best shows who the real traitor of the state is. July 27, 1990 is one of the fateful dates in the history of Belarus. Remembering this day, we remember that the responsibility for maintaining Belarusian independence today lies only with us, Belarusians.
- Responsibility for crimes against humanity
Factual data and legal analysis in the first detailed report NAM partner, the Center for Law and Democracy Justice Hub published a report on crimes against humanity in Belarus and the mechanisms for holding the perpetrators accountable. The National Anti-Crisis Management (NAM) provided utmost support to the Center for Law and Democracy in carrying out this important work. The report, published on July 26, actually justifies the fulfillment of the international criminal law criterion of "sufficient grounds to believe" that the unlawful deprivation of liberty, torture, murder, rape (including against minors), enforced disappearances, persecution on political grounds, as well as deportations in the context of a widespread and systematic attack against the civilian population of Belarus from May 2020 to the present, constitute crimes against humanity. The report indicates that at least 136,000 people have become victims of these crimes. We would like to draw special attention to the part of the report where it emphasizes that this attack on the civilian population is the state policy of the Lukashenko regime. The components of this policy include: Violence against protesters; Ensuring impunity for the perpetrators; Discrimination against the targeted civilian population; Deprivation of liberty of the attacked civilian population; Statements by high-ranking officials encouraging attacks on civilians; Propagation of hatred against civilians through the media; Prohibition of professional activities for the attacked civilian population. The report devotes special attention to the main perpetrators of these crimes, including representatives of Belarusian power structures such as OMON, KGB, GUBOPiK, among others, as well as judges, prosecutors, and the top political leadership of the regime, including the dictator himself. The chapters dedicated to the mechanisms for bringing these perpetrators to justice are of particular value. Of particular value are the chapters dedicated to holding those responsible for these crimes accountable. In fact, these chapters contain a detailed algorithm of actions for the utilization of specific mechanisms of international criminal justice. We are referring to the International Criminal Court, the creation of a special international criminal tribunal for Belarus, and the application of universal jurisdiction at the national level. NAM is already working in these areas, and the results of this work will undoubtedly be communicated promptly to the Belarusian people. This report aims to contribute to the fight against crimes against humanity in Belarus and to support the aspirations of the Belarusian people for an end to violence, oppression, and impunity, and the pursuit of peace, democracy, and justice. The International Law Commission recognized crimes against humanity as a threat to international peace and order. In accordance with Article 1 of the UN Charter, each UN member state has committed itself to combating such crimes.
- Sanctions aren't effective?
New sanctions against Lukashenko - the best answer to everyone who wanted to lift them. EU ambassadors today approved new sanctions against the Lukashenko regime in connection with its continued complicity in the war against Ukraine. The new sectoral restrictions are mainly aimed at military and dual-use products, weapons, aviation products and technologies. Thus, one more step will be taken towards the harmonization of sanctions between Russia and Lukashenko's regime. In addition to sectoral restrictions, the sanctions package also included blocking sanctions against both individuals and entities. In addition, the new package does not provide for any exceptions for Belarusian potash. In the meantime, while we are waiting for the details, I want to say a few words to those experts who continue to promote the idea of lifting sanctions, staying far from air raid sirens, missile strikes and drones. I don't know in what area of expertise such an idea could be born during the war. How expert can be the opinion of people who seriously suggest that the Cabinet, the National Anti-Crisis Management, Sviatlana Tsikhanouskaya should lobby for the lifting of sanctions against the Lukashenko regime - at a time when he is a co-aggressor and fully supports Russia in the war against Ukraine. When he rebuilds the country's economy and merges it with the military-industrial complex of Russia, produces weapons for it, helps it to circumvent sanctions and receive goods - the same dual-use goods, electronics necessary for the production of the missiles, drones and other types of weapons. To kill Ukrainians. To destroy cities. To continue the war. Someone will say - but Russia already finds these opportunities, not only with the help of Lukashenko. Yes, indeed, it does. And that is why you propose to lift sanctions from the Lukashenko regime and make life easier for the aggressors? Is it really that such a simple idea does not reach those who propose lifting sanctions - that at the same moment high-tech production of weapons based on Western components will open in Belarus, which will immediately become available after the lifting of sanctions? Are you seriously suggesting that the EU and the US lift sanctions and open up a direct flow of goods and technologies for Russia to strengthen its military-industrial complex? Excuse me, but is it really adequate during the war? Well, ok - these experts will say, - maybe not all sanctions should be lifted. But why not remove sanctions from the potash, for example? This is not a military product! Indeed, not military. But even omitting the issue of facilitating the conditions for smuggling (which will be one of the consequences of lifting sanctions on products supplied in such large volumes), is it not obvious that returning such a source of income to Lukashenko means financing all those endless military exercises and training of Russian troops in Belarus? To finance the stay of Prigozhin's terrorists in our country? To finance the strengthening of the Belarusian military-industrial complex, which has actually become an integral part of the Russian military-industrial complex. In other words, finance the war. But why do you keep talking about the war? - those experts will object to me. Did sanctions help stop repressions in Belarus and release political prisoners? We do not just offer to remove them - but in exchange for the release of people. Did you think about people? We did. And we think about them every day. And if someone could guarantee that the lifting of sanctions could get them out of prison and stop the repressions, we could discuss this, develop approaches. But tell me first - all those who are so actively in favor of lifting the sanctions, can they give such guarantees? Or get? And secondly, we do not live in a vacuum. The situation in Belarus has not been in a vacuum for a long time. Belarus is drawn into the war and it is simply naive or incompetent to ignore this fact in the context of discussing the issue of sanctions. "Let's lift sanctions without guarantees of the release of people in Belarus, but knowing full well that the aggressors will receive even more resources for the war against Ukraine." Are you sure nothing about this proposal bothers you? Well, fortunately, despite the huge efforts of Lukashenko's lobbyists, albeit after a long pause, the EU does not cancel, but introduces new sanctions. And it continues to limit both aggressors - the Lukashenko regime and Russia - in the possibilities for waging war. This is the most eloquent answer to all those who would like to lift these sanctions. And, frankly, the result of our work: We were able to unblock the sanctions pause; prevent the lifting of sanctions on the potash industry; to harmonize sanctions against the Lukashenko regime and Russia. The National Anti-Crisis Management will continue to contribute to the abolition of the Lukashenko regime, the victory of Ukraine and the liberation of Belarus. We will increase pressure on the dictator's regime. The next step is the US sanctions package.

Belarus unites in a 12-hour online solidarity marathon with political prisoners On Saturday, January 29, independent Belarusian media will join the 12th annual Belarusan online solidarity marathon "We Care!" to collect money for charity prisoners and their families. The broadcast was given to political activists, bloggers, cultural and sports figures and civil society activists. The broadcast will be aired on several independent YouTube channels from 10 a.m. to 10 p.m. Minsk time, including Paul Latushki's and the National Anti-Crisis Movement's channels. On July 22, the Museum of Free Belarus invites to the "Evening-meeting of Friends of the Museum of Free Belarus" dedicated to the anniversar On July 17, 2022, the National Anti-Crisis Managment in the center of Warsaw opened a new Belarusian space — Museum of Free Belarus. Over the year, the Museum has become one of the most popular Belarusian venues in Warsaw, well-known outside the Polish capital - together with the co-organizers, the Museum held more than 160 events attended by more than 9,000 people. On July 22, events dedicated to the anniversary of the opening of the Museum of Free Belarus will be held in a cozy and friendly atmosphere, simultaneously at 5 venues. For the first time at 16:00, a children's playground will open, where guests will have a meeting with the artist Alexander Zhdanovich (Malyavanych) - theatrical games, reading fairy tales and making fairy-tale characters, showing a Belarusian nativity scene - performances "King Herod" and "Pippi - Longstocking". From 16:00 to 21:00, an art market will open in the courtyard near the Museum, where talented artists and designers will present their works and where you can buy unique products of Belarusian craftsmen. On the same site, you can view and purchase book novelties of Yanushkevich's publishing house. The main venue of the event — a large courtyard near the Museum — will open at 17:00 with a performance by the Warsaw Free Orchestra. representatives of the Belarusian democratic forces, the authorities of Poland, the mayor's office of Warsaw, diplomats were invited to the opening ceremony of the event. Concert-gift for all friends will start at the same venue where famous Belarusian performers will perform. The program includes Vladimir Pugach, Margarita Lyavchuk with Konstantin Garochym and Serzhuk Dovgushav. In the gallery space of the Museum, a total installation "From Edge to Edge" by Igor Tishin will be shown - a continuation of the thoughts of the famous Belarusian artist and their artistic embodiment of today's Belarus. In the museum room of our space, which will be open throughout the day, you can see a mini-exhibition of the brightest exhibits donated to the foundation, leave a wish in the Book of Honored Guests, and in this room you can bring and donate to the Museum items related to your personal history of participation in the Belarusian protest. - Prospects for Belarusian business in Poland
Deputy Head of the Joint Transitional Cabinet, Head of the National Anti-Crisis Managment Pavel Latushka held a meeting with the Polish Agency for Entrepreneurship Development. The meeting was also attended by a representative of the Association for the Development of Entrepreneurship AIST Sergey Panfilov. During the meeting, the parties discussed the prospects for relocation and organization of their business in Poland by Belarusian individual entrepreneurs and artisans. Proposals were made to provide information and infrastructure support to entrepreneurs from Belarus. The Polish side spoke about the existing information support bureau for Belarusian and Ukrainian entrepreneurs in Poznan and the one planned to open in the near future in Olsztyn. Also, following the recent visit of Pavel Latushko to the Lubuskie Voivodeship, such an information and consultation center will be established in Gorzow Wielkopolski this autumn. Sergey Panfilov announced a forum of Belarusian non-profit organizations in Poland dealing with business problems, planned this autumn, to which he invited representatives of the Polish Agency for Entrepreneurship Development.
