Deputy Head of the United Transitional Cabinet of Belarus Pavel Latushka met with Oleksii Honcharenko, MP of the Verkhovna Rada of Ukraine and head of the interfaction group "For Democratic Belarus. Mr. Latushka informed about the work of the United Transitional Cabinet of Belarus and discussed cooperation between the two countries, including cooperation within the framework of the Parliamentary Assembly of the Council of Europe. The politicians also discussed: — joint efforts of the United Transitional Cabinet of Belarus and the Verkhovna Rada of Ukraine to punish those involved in Russia's aggression against Ukraine through the mechanisms of the International Criminal Tribunal; — creation of international legal conditions to bring Lukashenko and his accomplices to justice for crimes against humanity (mass repressions, violence, torture of Belarusian citizens) through the PACE mechanisms. At the end of the meeting Pavel Latushka thanked Oleksii Honcharenko for his active position and support of the Belarusian society in the struggle against Lukashenka's dictatorship. The former Chairman of the Constitutional Court of Lithuania Dainius Žalimas initiated the creation of a black list of Belarusian "judges", which already contains about 190 people. This approach is supported by Pavel Latushka, the Cabinet Representative for the Transit of Power, who is also responsible for prosecuting representatives of the regime for crimes against Belarusian citizens. "Judges" on the list bear special responsibility for crimes against humanity because, as professional lawyers, they are fully aware of the criminal nature of their involvement in large-scale and systematic repressions against civil society. Their role is similar to that of the "troikas" during the Stalinist repressions. The list will serve as grounds for prosecuting the included "judges" under universal jurisdiction and applying other sanctions to them. During the meetings of Pavel Latushka and Dainius Žalimas in Vilnius on September 16 and in Warsaw on September 27, an agreement was reached on maximum cooperation to prosecute judges who commit crimes against humanity and pass politically motivated sentences against Belarusians.

Information about wanted persons can appear on the websites of regional departments of Investigative Committee, KGB or Prosecutor's Office, or not appear at all. Thus, it is not entirely clear where to look for such information. — It is possible that the regime has not yet prepared the institutions and apparatuses that it will use for "remote" prosecution. Or not all the necessary legal acts have been enacted. — It seems that this is not a "popular" measure. There is no information that the procedure will be applied to suspects, for example, of extremism. Those involved in terrorism, trafficking in weapons, poisons, radioactive substances, etc., and crimes against humanity (e.g., genocide) are listed as candidates. By many indications, the procedure is unlikely to become mass: it is technically difficult. In order to run it for each person who has left, it would take up to six months to wait for the refusal to extradite a "suspect" by the country where he or she is staying. However, the "lawmakers" of the regime do not yet understand that they have dug their own grave with their initiative.

"The renaming of Elektricheskaya Street, where the building of the Consulate General of Belarus in Bialystok is located, to Free Belarus Street and naming the traffic circle Free Ukraine is an important gesture of support, because today the historical events related to the struggle of the two nations for statehood and even for the right to exist are taking place before our eyes. The symbolism of this decision is related to the fact that it is almost impossible to imagine an independent and free Belarus without independent Ukraine," said Pavel Latushka.

On 11 February, the Interior Ministry reported that a "group of radicals" had been detained in Minsk. The agency’s press service also published a video, which, among other things, contains an interrogation of detainee Latushko with a blurred face, where he talks about drawing "Pahonia" on mailboxes in the entrances, scattering flyers, removing, and burning a red-green flag from a shop as a protest, and says that he repents of what he has done. However, it is not known exactly when the video was recorded. From the case materials we know that Latushko was injured by police officers in the building of the Central District Police Department on 31 January 2022 — immediately after his detention. On 3 February the senior commissioner of the Central Administration of Internal Affairs Medvedski was interrogated about this and stated that neither he nor the officers had used physical force on him, he had just had a conversation, made an explanation and a detention report, left the office, and had never contact with Latushko again. He was never alone, there were other officers with them, and the door was open almost all the time. Such testimony was given by police officer Myasnitski on 23 February. Latushko said during the investigation: "On January 31st around 1 a.m. I was detained near my home, taken to Central District Police Department, taken to the fourth floor to one of the offices, and then the officers started talking to me. The officer put a plastic bag on my head twice, while explaining that they wanted to get some information from me that I was not aware of. One of the officers took a truncheon in his hands and started threatening me with it…". [Judge Karsiuk omits part of the text] "About blows of some kind, at least 50 times…", the judge continues. "They talked about wanting to get information from me regarding some telegram channels. I did not understand what they wanted from me. I agreed to give the testimony I was told by the police. At the same time, I did not commit the above-mentioned crimes. Later, when I started to testify, the police officers did not use physical force against me either. Then I was taken to the police station, and the next day I worked with an investigator. Later no one used physical force against me. I would like to specify that the people who introduced themselves as police officers left the office before the application of physical force to me," Latushko said in his explanation. He confirmed these facts in the court. According to the medical documents of SIZO-1 (detention center) dated February 2, which were announced at the trial, Latushko had extensive hematomas of the gluteal region on both sides, rear, inner and outer thighs on both sides, which were formed from contact with a solid blunt object, the individual trace-forming features of which are not recorded in the documents. "It is not possible to determine the age of the hematomas, the number of traumatic impacts," said in the document of the detention center. A follow-up examination on 4 February recorded: the thigh is swollen, hyperemic. In the absence of relevant objective clinical and instrumental data, along with further dynamic observation, it is impossible to give a forensic medical assessment of the above diagnosis. As it later became known, an expert did not come to the pre-trial detention center, so they could not establish the age and severity of the injuries either. Latushko explained at the trial that the bruises were caused by blows with truncheons by police officers. The political prisoner applied for a criminal case against the officers who beat him, but a ruling was issued on 24 April to refuse the application. As evidence that the officers allegedly did not use physical force, the book of record of the use of physical force in Central District Police Department, which does not contain such data, was used. They also requested references to the officers, both of which were good. The ruling not to institute criminal proceedings, dated 24 April, stated that there was no data indicating that the police officers had committed any criminal acts against Latushko. Anatol has not appealed against the ruling. The judge asked why, because "well, if you claimed there was such a thing…". "Well, I sent a letter, all grounds were there for inspection, nothing happened, they just sent a refusal", Latushko replied, and then clarified that in his opinion it was pointless to appeal. At the beginning of his speech Pavel Latushka expressed his gratitude to France for not recognizing Lukashenko and refusing the French ambassador to Belarus to present his credentials to the dictator. This is one of the most important examples of solidarity with the Belarusian people, the Belarusian society, and we remember it and appreciate it very much. Lukashenko is the most brutal dictator of the current period in Europe. The Lukashenko regime kills opponents, holds hostages thousands of political prisoners, carries out tortures, liquidates 950 NGOs and all independent mass media in Belarus, persecutes for political convictions. Hundreds of thousands of people left the country, fleeing persecution. This man will continue to kill. The question is, will the world agree? Because the world used to agree. And the world and European diplomacy went along with Lukashenko's regime, continuing a dialogue with him. Now Europe is being tested. If it does not pass this test, it means that Belarusian society will no longer believe in democracy, freedom or human rights. For us, it is important that our partners realize: there is a war going on in Europe today, and Lukashenko is an accomplice and the only ally of Putin. There could have been no war if our American and European partners had been more principled about the regime's crimes in 2020. We have spoken loudly: Lukashenko is not just a problem for Belarusians; it's a problem for Europe. Lukashenko should be given a tough ultimatum to impose total sanctions up to a complete economic embargo and disconnection from the financial system, to prevent the reintroduction of Russian troops into Belarus and the recognition of pseudo-referendums in the temporarily occupied territories of Ukraine. No negotiations with Lukashenko can take place without the participation of representatives of Belarusian society. It is impossible to decide the fate of the Belarusian people without the Belarusian people.
- Resolution by the United Transitional Cabinet of Belarus
"On Actions to Restore Independence and Sovereignty of the Republic of Belarus" Pursuant to the statement dated 22.09.2022, the United Transitional Cabinet of Belarus resolves that: 1. The Representative for the Restoration of Law and Order shall report to the United Transitional Cabinet of Belarus on the readiness and timelines for the implementation of the Peramoga mobilization plan. 2. The Representative for Defense and National Security shall present to the United Transitional Cabinet of Belarus a plan for organizational, informational and logistical support for Belarusian military volunteers, including those in Ukraine. 3. The Representative for the Transit of Power, in order to further implement the Peramoga plan, shall prepare and send instructions to public servants who have declared their readiness to support democratic changes in Belarus, and submit for consideration and approval by the Cabinet a draft regulation on the assignment of military and special ranks in Belarus. 4. The Representative for Foreign Affairs shall present a plan of action to ensure practical steps by the international community in support of the actions of the United Transitional Cabinet of Belarus to protect the independence, territorial integrity and restore the sovereignty of the Republic of Belarus. 5. The Representative for Foreign Affairs, together with the Representative for the Transit of Power, shall prepare proposals on the revision of the contractual and legal framework for relations between the Republic of Belarus and the Russian Federation. 6. Representatives shall ensure the implementation of paragraphs 1−5 by 5 October 2022.

Berlin experts are confident that the Belarusian case definitely falls into the category of the latter and can be treated accordingly. Together with our German partners, we expect that, on the basis of the available evidence, the judicial authorities of Germany will launch an investigation into the crimes of the Lukashenko regime, similar to the investigations into Russian war crimes in Ukraine and the Syrian precedent, when a former member of the country's security services was declared wanted, captured and convicted. *Names and names of organizations are not published for security reasons.

The loud statements of the ruler of the bloodthirsty empire will not cancel its defeat and fall. Loud statements will not cancel the victory of Ukraine, they will not cancel the support of Ukraine from the whole civilized world, which is steadily growing. The United Transition Cabinet of Belarus demands and will seek the unconditional withdrawal of the armed forces of the Russian Federation from the territory of Belarus. The actions of the aggressor-country — Russia, and the puppet government of the Lukashenka regime pose a direct threat to the loss of independence and sovereignty for the Republic of Belarus. We will provide all possible support to Ukraine in repelling the military aggression of the Russian Federation, protecting territorial integrity and sovereignty, including through organizational and technical support of the Belarusian volunteer and partisan movement in the struggle for the independence of Belarus and Ukraine. As a Representative of the Cabinet on the transit of power, I appeal to Belarusians to be ready to use their natural right to revolt and resistance: Join the ranks of Belarusian volunteers in Ukraine and the Victory plan (Peramoga plan). Sabotage any kind of mobilization announced by Lukashenka, including in the economic sphere. To carry out any actions aimed at fighting the Russian occupiers, supporting Ukraine, and removing the puppet regime of Lukashenka from power. I call on all our international partners to use all available tools in an ultimatum to put pressure on the Lukashenka regime in order to deprive Russia of its only ally in the war. The "Russian world" is doomed not to enter, but to go down in history with Putin and his puppet Lukashenko in disgrace. But a lot depends on the speed of decision-making and the determination of our joint actions to support Ukraine and destroy the military-political chimera of the Kremlin empire. Time to act! - 6 Years in Prison for the Truth
Today I want to pass on words of support to my cousin Anatoly Latushko, another person whose fate the repressive Lukashenko machine tried to crush today. Today he was sentenced to 6 years for "hooliganism," "attempting to disrupt a referendum," and "illegal data collection." Read: “For Truth”. “For Justice”. “For position”. Before everyone's eyes, our Belarus continues to sink into the darkness of a totalitarian dictatorship, "Varankas" drive through the deserted streets of the country as in the 30s, and people "disappear" on lists. While they are found alive, they are almost always behind bars. The regime sneakily destroys the most sacred and inviolable thing in our lives: it destroys families, deprives loved ones. Some of them, unfortunately, for good. I know that Anatoly is a worthy son of his parents, a son of Belarus and he loves his motherland very much. He is among thousands, hundreds of thousands, millions of Belarusians who believe in freedom of Belarus, who believe we will get it back. We will return together. On this day, my thoughts are with Anatoly, with all the Belarusians in prison. I believe that we will meet again soon — in New Belarus, which we will build together. And under thousands of white-red-white flags flying over Belarus, brave, honest, dignified Belarusians will emerge from the walls.

Pavel Latushka about the strategy of changes We have no right to forget those who died in the struggle for a free, independent Belarus. Alas, it is still not free and independent. And, unfortunately, we note today that there is a great threat of Belarus losing its independence and sovereignty. So the question is, "Will these changes take place? Will they happen? Or do we believe that they will?". I don't know how each of you will answer this question, I think. It's very important for us not to give up. We must understand this: our strategic partner is and, I am convinced, always will be Ukraine, which today is fighting for its freedom and independence, which is being helped by our warriors. It is very important for us to support them, to support Ukraine. For us it is very important to achieve de-occupation of Belarus — it is a strategic issue for us. De-occupation can take place at the international level, using all opportunities of democratic forces of Belarus, so that the question of Belarus does not disappear from the international agenda. And it is very important to recognize the occupation, which has occurred from the leadership of Ukraine as well as from the leadership of Lithuania. It's important because we have an international right to de-occupy our land. At the United Transitional Cabinet meeting on Thursday, I made a proposal to develop both a strategic approach to our relations and a strategy for developing relations with Ukraine, specifically the establishment of a United Transitional Cabinet office in Kiev. This is a priority for us today. We have to increase the pressure on the dictator. And the question here is also for our partners in Europe and the USA: to what extent are they ready to accept for themselves an unambiguous decision that an independent Belarus is a value, a value which can not be traded. In fact, this is an indisputable position. Belarus must be an independent European country. And if they are ready to help us, we expect that they will persecute Lukashenko and all those who help him. After all, we've been trying for two years to prosecute rapists Belarusians under universal criminal jurisdiction. Unfortunately, all of these cases have been suspended or are "in process". Enough of the "processes"! We need results! The result is the international tribunal for crimes against humanity, created by Lukashenko. If we are together, if we are united, if we are ready to act, I am convinced that the change is closer than it seems today. Long live Belarus and Glory to Ukraine!
