- Valery Kavaleuski met with the head of the Belarus Affairs Unit in the US Embassy
Valery Kavaleuski, United Transitional Cabinet Representative for Foreign Relations, met in Vilnius with Peter Kaufman, the newly appointed head of the Belarus Affairs Unit in the US Embassy in Lithuania. The discussion was Kavaleuski’s first official meeting in his new capacity. They discussed the intensified political process among the Belarusian democratic forces, in particular, the results of the New Belarus Conference held on August 8−9 in Vilnius and the major decision of the democratic forces to establish the United Transitional Cabinet. The American side was presented with detailed information about the concept and goals of the Cabinet as well as the responsibilities of its members. Mr. Kaufman and Mr. Kavaleuski touched upon the internal political situation in Belarus, the threats to its independence and sovereignty posed by the regime’s involvement in the Russian aggression against Ukraine, as well as the position of the international community on this issue. The meeting confirmed the sides' collaborative approach to support the democratic aspirations of Belarusians.

"Don't leave the Belarusian people alone against aggressive Russia" Valery Kavaleuski: "The Latvian Saeima appeal to the EU countries to suspend the tourist visas and restrict new entry visas to Belarus citizens shifts the burden of responsibility for the crime of aggression against Ukraine from Aliaksandr Lukashenka and his dictatorial regime to the Belarusian people, the absolute majority of whom oppose this war and have been repressed for more than two years now. We urge the EU member states not to help the regime in isolating the Belarusian people from European values and not to leave them alone against aggressive Russia. In these circumstances, a solution appropriate to the context would be to expand opportunities for Belarusians to obtain Schengen and national visas to EU countries for people-to-people contacts, educational and cultural exchanges. Belarus' United Transitional Cabinet will continue its efforts to prevent restrictive measures against Belarusians in the EU and other countries and optimize existing visa procedures."

The bomb threat was false. Belarusian officials committed a crime The document containing the list of decisions and conclusions of the ICAO Council on the results of the last report was received by the NAM. The main theses of the document: a number of high-ranking Belarusian officials were directly responsible for the incident or, at least, were involved in it; the bomb threat was deliberately false. This fact is established reliably; the actions taken by the Belarusian authorities grossly violate the Montreal Convention and the Chicago Convention on Principles and Safety of Civil Aviation; the safety of the Boeing and more than 100 passengers on board has been jeopardized — these actions are a crime. What does it mean? Based on international civil aviation practice, these conclusions mean that: The aviation sanctions against Belarus cannot be lifted; Belarus has no chance of resuming air travel in full as long as the usurper is in power. The NAM will demand that the guilty persons be added to the EU terrorist list. It is these individuals, as well as the Lukashenko regime as a whole, who are fully responsible for the isolation of our country. It is in the interests of every Belarusian to achieve the overthrow of the terrorist dictator and his accomplices.
- Transition period
Vladzimir Astapenka, deputy head of the NAM, spoke at the conference "New Belarus” The transition period after the end of the Lukashenko regime should be as short as possible: the people of Belarus have long been living without legitimate bodies that would represent their interests. It is still difficult to say when exactly this period will come, but there is no doubt that it will inevitably happen. As there is no doubt in the laws of evolution of social development, which leads to the replacement of dictatorial governments by democratic ones. The sooner we reach this point, the fewer problems we will have to face and the sooner all sanctions and restrictions will be lifted. What conditions must Belarus meet in order to do so? An end to repression and the release of political prisoners; Investigation of the forced landing of the Ryanair flight and bringing those responsible to justice; an end to complicity in anti-Ukrainian aggression and legal trial of war criminals; accountability of all those responsible for crimes against the Belarusian people. Against this background, the need to adopt special laws on lustration looms large — not as a way to settle scores with regime politicians and officials, but as an instrument to protect the institutions of fledgling democracy. Most of the "questions" will be asked of those appointed from the president's so-called personnel registry and the direct accomplices of the regime's crimes. All other competent and active specialists will have a chance to join the cadre reserve of the New Belarus. It will also be based on talented democratically minded young people — the golden fund of the future cadres of the state administration system of New Belarus.
- Do we have a strategy?
Address of Pavel Latushka to the Belarusian democratic forces on the eve of the Conference of New Belarus For two years, we have all been existing in the state of separate plans and strategies of separate organizations. And during these two years, not a single one of them has worked for the achievement of our common goals that were formulated two years ago. Because no plan, no strategy is worth absolutely nothing without opportunities for their implementation and without a concrete structure to take responsibility for it. That is why today I think it is important not to compete in strategies, but to make a political decision of will. On the eve of the conference, I call once again to support the decision of Sviatlana Tsikhanouskaya from February 24 to create a transitional Cabinet as a collegial body of national power of the Republic of Belarus, and to unite around this decision. The time has come not just to make decisions, but to bear real responsibility for them. It is time to dictate the agenda, not react to it. It is time to unite and start working in a coordinated and systematic manner. It is time to act!
- We need a new strategy
The deputy head of the NAM Vladzimir Astapenka took part in the discussion of the Expert Center "European Dialogue", devoted to the forthcoming Conference of Democratic Forces of Belarus Despite repression, the protest against the dictatorship continues, while the international community has not come to terms with the situation in Belarus. This is a reason to continue the struggle, and it will be continued. In this case, Belarus, unfortunately, finally lost its status as a donor of stability, but instead got the status of a co-congressor. The war and participation of the regime in it became key factors that have changed the balance of forces in the region and affect the processes in Belarus. And the path our country is following at the whim of the illegitimate authorities requires an open public discussion. It is important to learn lessons from our mistakes, to critically analyze our actions, and to agree on a strategy of struggle for a democratic Belarus. This will require new organizational forms and new conceptual documents, it is necessary to consolidate all resources in order to become the most effective. The area of the Conference will be open for all interested Belarusans — through broadcasts and inclusions, everyone will be able not only to watch the discussions, but also to ask questions. - How to stop the madness of repressions?
Perhaps, what is important today is to identify what needs to be done to stop this madness, which has been going on in Belarus for 28 years and reaches its apogee in 2022 Abstracts of one of the speeches. Pavel Latushka Let’s answer ourselves the following question: Who is Lukashenko? Murder suspect. Can someone contradict me? Tyrant. Does anyone have any doubts? Aggressor. Is there anyone who challenges international law? Lukashenko is an enemy of the Belarusian people, he is an enemy to Ukraine and he is an enemy to Europe. What do we do with the enemies? As a diplomat I will answer that the enemy must be defeated. So how to defeat Lukashenko? A system created by a dictator can only be defeated by another system Yes, I know that most of you here will say that the main condition to win is the decentralization of civil initiatives. And I won’t argue with that. At least for now. I ask you to look at the situation from a different perspective — it is necessary to centralize efforts. Do we really believe that Lukashenko will release all political prisoners, and once released, will not jail new ones in a year or two? Do we believe that having almost completely destroyed civil society inside Belarus he will allow to restore more than 300 NGOs which he has liquidated? Does anyone believe that tomorrow Lukashenko will once again register independent media in Belarus? Maybe he will start a criminal investigation in relation to the people who murdered and tortured the Belarusians? In order to develop the right tools to change the situation it is necessary to agree to a basic assessment of the situation. Here is the basic assessment I propose. The first. War. Lukashenko has provided territory, all infrastructure and opened the border to attack Ukraine. Today he is forcing Ukrainian troops to stand on the border with Belarus. International law says clearly — he is a co-aggressor. But, we hear the debate again — he has not joined the ground operation, which means he is better than Putin or not as bad as Putin, no need to provoke him. Obviously he is Putin’s only ally in action in this war and the deaths of Ukrainians are on his conscience. Do I need to remind you how much blood and suffering of the Belarusians is on his conscience? We are in a state of Russian occupation of Belarus, we are in a situation where the fate of Ukraine and Belarus is also the fate of Europe. This is a choice of the future not only for us, but also for Europeans. Now there is a war going on and quick and effective decisions are necessary. Second. Repressions in Belarus. I am not going to deliberately touch upon civil society, there are people who know very well and are aware, and most importantly, are doing a lot for civil society. I will tell you as a politician who knows Lukashenko’s system from the inside and knows its pain points. So how can you quickly and decisively achieve change in Belarus and stop repression? A) Economic sanctions. Their effectiveness depends on their professional preparation and implementation. It is necessary to create a sanctions expert cluster, consisting of Belarusian and foreign lawyers, economists, diplomats and experts, so that the sanctions are most effective and there is no possibility of circumventing them. Without systematic work in this direction, results will not be achieved. B) Criminal liability. For 2 years there is not a single example of prosecution, not just of Lukashenko, but of a single policeman, judge or prosecutor. We need both one powerful law firm that knows how to deliver the goal of punishment for crimes, and contracts with national lawyers. Without professional legal assistance, we will not get results. C) International isolation. Total isolation of the illegitimate proxy regime in the international arena through the expulsion of all its representatives from international organizations — and inviting representatives of democratic forces in their place. D) National liberation movement and de-occupation of Belarus. I understand that it is important for us to be as flexible and creative as possible. E) The transitional executive body of power tasked with creating it should be a real alternative to Lukashenko’s illegitimate and puppet government and defend the European choice of Belarus in the international arena. The third. Counteraction to the ideology of the "Russian world" The current situation with the influence of Russian propaganda, the imposition of the "Russian world", the actual cultural colonization create huge risks for the existence of Belarus as a state and the Belarusian nation as a free, European nation. In order to counteract it, we have to ensure the institutional preservation of Belarusian culture which the regime and its collaborators are squeezing out of Belarus. It is possible with the creation of such institutions as museums, theatres, and cultural centres abroad that will be able to return to Belarus and ensure the preservation of our culture. The fourth. Why are there fewer politicians after 2020 and why are politicians leaving for NGOs? Today, we should also realize that after August 2020, the number of politicians in the democratic movement is steadily decreasing. Why? To be a politician is to defy the regime. It is criminal cases, persecution of family and friends. My example is 8 criminal cases, two of them involving death penalty, daily death threats and kidnapping. My daughter has a criminal case, my cousin is a political prisoner. I would like to see dozens, hundreds of politicians on the Belarusian political scene today. The fifth. We understand the importance of reforming the system, but we sometimes forget the important question: who will carry out the reforms, who will ensure the implementation of reforms, who will be able to maintain the stability of the state? New Belarus will need new personnel. We are confident that formation of a personnel reserve for New Belarus can become a priority. And only then, when the systemic pressure will be followed by the systemic transit period, our struggle will not be in vain, and Belarus will forever be a free, democratic, prosperous and European country! - Where is the money of Belarusians?
The NAM team continues to analyze the economic policy of the regime in order to prevent deception of Belarusians Paying taxes, a citizen of the country is directly involved in the formation of the revenue part of the budget and has the right to know how, where and by whom the budget funds are used. But how is it actually done? The Ministry of Finance did not come up with anything original and simply closed the information on budget execution. It shut off information about receipts to the treasury and spending of money. It is closed from those to whom these funds belong by law. That is, the regime has literally begun hiding information about where it spends taxpayers' money. It hides it in the hope that the Belarusians will continue to uncomplainingly fill its coffers, receiving in return only small handouts in the form of minimal increases in various social benefits. The dictatorial system knows for sure that openness and transparency is its worst enemy. And the Belarusians understand that openness and transparency are the basis of a democratic society. In order to reach the goal of building a free democratic Belarus, Belarus' society will have to make great efforts, but the ability of the state apparatus to function on new principles should be prepared already now. One of the first laws adopted in New Belarus might be the law on the transparent people's budget, which will not allow the people's money to be disposed of without the knowledge of the Belarusians.
- Lukashenko's strategy in the war against Ukraine
Yury Hubarevich, responsible for regional development, on the air of "Apostrof TV” During these months the dynamics of Lukashenko's attitude towards the war has been changing radically. If at first he insisted that Kiev would be taken in a few days, later on these pompous speeches disappeared. However, the Belarusian usurper still claims that he sees Ukraine as a threat, is ready "to respond to provocations", and is an ally of the Kremlin. Belarusian society should be separated from the Lukashenko regime. Belarusians, for the most part, do not see Ukraine as an enemy. But in Belarus, there is a consistent destruction of all structures of civil society. On the eve Lukashenko started talking about his successors, but this talk is more than two decades old and is only aimed at defusing the situation among his accomplices. A change of government in Belarus would not be beneficial for Putin, since any change might destabilize the regime. Lukashenko's underlings expect that with him gone, power will pass to the collegiate body and the security forces, having nominated their candidates, will be able to rule. Lukashenko has recognized Crimea as part of Russia and is a coaggressor. Ukraine should reconsider its approach to the regime.
- New diplomats for the New Belarus
On July 29, the second course of diplomats for the New Belarus graduated The diplomatic reserve course for the New Belarus was launched at the end of 2020 at the Center for East European Studies at the University of Warsaw with the support of the Polish Ministry of Foreign Affairs and Ambassadors Extraordinary and Plenipotentiary Pavel Latushka and Vladzimir Astapenka, who represent the NAM team. The main goal of the course is to form a personnel reserve of the New Belarus diplomatic service. The lecturers of the second course were professors of the University of Warsaw and the Diplomatic Academy of the Polish Ministry of Foreign Affairs. Slovenian President Borut Pahor, Moldovan Prime Minister Natalia Gavrilica, US Ambassador to Poland Mark Brzezinski, Polish Foreign Ministry Chief of Diplomatic Service Arkadzi Żagotski, French Foreign Ministry Special Representative Nicolas de Lacoste and many other diplomats, politicians and analysts addressed the students. NAM team members Pavel Latushka and Vladzimir Astapenka also gave lectures. During the training students studied various disciplines related to diplomatic work: the organization of the diplomatic service, features of work in consulates and embassies, international public law, activities of international organizations (UN, NATO, EU, etc.), diplomatic protocol and traditions, as well as many others. As part of the program students studied foreign languages: Polish, English and French. Ambassador Pavel Latushka, head of the NAM, spoke at the second-year diploma award ceremony, noting his confidence that thanks to the knowledge the graduates received from experienced diplomats and politicians, they will occupy worthy positions in the Belarusian state administration, including in the diplomatic corps of New Belarus. In just two years 50 citizens of Belarus have attended the diploma course. The NAM will continue to support training for New Belarus.
- Ryanair flight incident: Lukashenko's regime should be recognized as terrorist

A number of countries are already looking into the air piracy case and are filing the first charges against regime officials. However, it is not the individual representatives of Belaeronavigatsia or the KGB that should bear full responsibility (although they certainly should, too). The whole regime and Lukashenko personally should be held accountable. How to achieve it? Tool one: further criminal prosecution within the national jurisdictions. For this purpose, it is necessary that the Boeing passengers apply to courts in their countries (in the first place, in Lithuania and Poland) on the rights of victims. Close work with the foreign ministries of these countries will also be necessary. Tool two: the extrajudicial inclusion of representatives of the regime on the international list of terrorists, and of Belarus on the list of sponsors of terrorism. Our country would be recognized as unsafe, and therefore — flightless until the trial of the perpetrators. Any financial or other relations will be prohibited with the organizations that participated in the interception of the plane and their employees. - France does not recognize Lukashenko
The head of NAM Pavel Latushka held a meeting with Frederic Petit, a deputy of the National Assembly of France, and Nicolas de Lacoste, a special representative of the French Foreign Ministry. During the meeting with the French deputy they discussed approaches to the recognition of Lukashenko and his accomplices as international terrorists for the hijacking of the Ryanair aircraft last year. The latest ICAO report is proposed as the basis for this decision. The head of the NAM and the French deputy discussed a step-by-step strategy for joint action to increase pressure on Lukashenko's regime. Ambassador Nicolas de Lacoste, special representative of the French Foreign Ministry, met with Pavel Latushka on the occasion of the completion of his diplomatic mission. During the meeting, the head of the NAM thanked the French ambassador for his refusal to present his credentials to dictator Lukashenko. Nicolas de Lacoste confirmed that France would continue to adhere to the non-recognition of Lukashenko as the head of Belarus, and stressed that France gives priority to democracy, freedom and human rights. The head of the NAM suggested that the representatives of France should consider adopting a special sanctions package named after Yekaterina Andreeva, dedicated to the mass violations of journalists' rights and the continuing repression in Belarus.
