- Penitential videos now at universities in Belarus
A law student of the Belarusian State University was forced to confess on camera to discrediting the BRSM primary school. The video was published in the official account of the faculty The official Instagram account of BSU Law School published a "repentant" video with a student. In it he allegedly confesses to spreading information that defames the administration and BRSM of the faculty. On camera, the young man gave his name, surname, and course, as well as voiced the claims that the "activists" had against him. — I allowed myself to publicly disseminate discrediting information about the administration of the Faculty of Law, as well as information discrediting the image of the BRSM of the Faculty of Law. Based on my mistakes, I recommend young people to carefully monitor what they say, to whom and in what situations, as well as to work for the benefit of our country, said the third-year student. Belarusians have long been familiar with this genre - after 2020, security forces have published dozens of confession videos, recorded under duress. But the news is that Belarusian universities are now resorting to such methods, not hesitating to publish these materials in their social networks. After the media coverage and comments from lawyers, the student was forced to record another video - with an appeal not to draw attention to this situation. Why are such videos a violation of the law and torture? As Maria Kolesova-Gudilina noted: — This is a direct violation of the presumption of innocence, when a person is forced to confess in a non-procedural form to committing a prohibited act. Such a video violates the right not to be subjected to cruel, inhuman and degrading treatment or torture. Those who force such videos can be prosecuted under Article 426 of the Criminal Cod The lawyer of "Viasna" Pavel Sapelko notes that the recording of such "penitential" videos violates several constitutional and international norms at once: — The very process of filming and the use of video recordings of this kind violate several norms of the Constitution of the Republic of Belarus and the International Covenant on Civil and Political Rights (ICCPR). First of all - a set of rights of a person detained on suspicion of committing a crime, because such people, as a rule, become victims of forced filming. Their rights are enshrined in Article 14 of the ICCPR and include the rights to be represented by a defender, not to testify against themselves, to know what the person is accused of, to be brought before a court as soon as possible. In addition, being forced to participate in such reels is a direct violation of the presumption of innocence, when a person is forced in a non-procedural form to confess to committing a prohibited act or to incriminate himself for committing a crime. Perhaps, from the criminal procedural point of view, it would not be so important if we had a fair and independent court. But, unfortunately, these videos are recognized as evidence and are used to justify convictions, even though they were obtained in a non-procedural manner. Being forced to take part in such videos violates freedom of expression, because this right includes not only expressing one's opinion, but also not expressing it, refusing to speak out about certain issues of social and political nature. But very often people are forced to speak out not only about their actions, the actions of relatives and friends, but also in general - about the actions of certain socio-political groups. Moreover, such recordings directly interfere with the privacy of one's private life, because people are forced to reveal non-public aspects of their life: professional issues, financial situation, sexual orientation, and so on. The videos also violate the right not to be subjected to cruel, inhuman and degrading treatment or torture. After all, even if a person has no visible marks or has not been subjected to cruel measures or torture, we and the people who are forced to be filmed are well aware that refusing to be filmed could entail this. It is particularly cynical that it is the law school that has resorted to such methods. The place where laws are supposed to be taught is now practicing their violation. In the past academic year alone, activists know of at least 10 cases of political repression at the faculty. These violations of the law will clearly not be investigated under the current regime. - Appeal of Belarusians to the EU

Crimes against humanity are carried out by illegitimate authorities headed by Lukashenko. Belarus found itself under a wave of mass repression that has not been faced before in the modern history of Europe. According to the UN High Commissioner for Human Rights, the regime holds about 1,500 political prisoners in conditions of cruel and degrading treatment, massively using methods of violence, which leads to human casualties - political prisoners die in Belarusian prisons. But there are actually thousands of political prisoners in Belarus. There were systematically used methods of torture, sexual violence, incommunicado. They disappear in prisons, and even their relatives cannot get information about their fate. The regime has given the order to deprive political prisoners of the right to receive medicines. There is no assistance from lawyers. Belarusian prisons resemble concentration camps. It is impossible and unacceptable in this situation to observe how basic human rights are being mocked in Belarus, and how Belarusian political prisoners are dying. Noting the steps taken by the EU, Poland, Lithuania, Latvia, the United States and international organizations, we appeal to you with a proposal to take the following additional steps in order to save the lives of Belarusians and release political prisoners: 1. Immediately impose maximum in scale and power sanctions against the Lukashenko regime by the EU decision; 2. Adopt national sanctions packages of the USA, Poland, Lithuania, Latvia; 3. Immediately close all border checkpoints on the borders of Poland, Lithuania, Latvia and Belarus, with the exception of passenger checkpoints and demand the release of all political prisoners; 4. Create a special international tribunal on the facts of crimes against humanity carried out by the Lukashenka regime and bring to justice all those responsible; 5. Start using the instruments of responsibility within the framework of the national legislation of the EU countries (universal jurisdiction) in relation to those responsible for violence against Belarusians. The appeal was adopted on the International Day of Political Prisoners of Belarus at a demonstration in Warsaw on May 21, 2023. Selection and training of Belarusian citizens to participate in the implementation of reforms in key positions in state and local government during the transition period The Lukashenko era is slowly coming to an end. The war and geopolitical processes taking place in the region today increase the probability of changes in Belarus earlier than we expected. But are we ready for them? Let us imagine that Lukashenko’s thirty-year autocracy comes to an end quickly or gradually, and Belarus finally takes the path of democracy. There comes a transition period in the formation and reorganization of the institutions of power. Who will work in them? Officials and specialists of the previous regime will be subjected to lustration — competent specialists who have not violated the law and the rights of their fellow citizens will stay on. But many more specialists will be needed. The question is where to find them and how quickly they can be trained, because the acute shortage of qualified personnel will threaten the reforms and democratic changes in the country. Another problem also arises. All these years, especially after 2020, employees in state institutions have been selected on the basis of their loyalty to the regime, not their professionalism. The management of the highest authorities was simply appointed, often without experience, and, for example, the head of a department in one department could become a minister in a completely different one. As a consequence, at all levels of government officials and managers demonstrated incompetence, were afraid to take responsibility and show initiative — the entire system worked ineffectively. In November 2022, the National Anti-Crisis Management team, the United Transitional Cabinet and the For Freedom movement with the support of non-governmental organizations officially announced the launch of a large-scale program "New Personnel of New Belarus". Its goal is to train future civil servants for the country during the first period after the change of power. On the basis of the University of Warsaw, the Vienna Diplomatic Academy and other EU educational institutions future ministers and their deputies, ambassadors and advisors, heads of government departments and local authorities, administrators of municipal transport and municipal departments will be trained. The system of training specialists is built according to the standards of Western countries. As students pass the educational courses and certification, they will be sent for internships in European authorities and public administration, and afterwards they will be included in a unified personnel register. Thus, the value orientations of the educational program are based on three basic principles: independence, Europeanism, and democracy. Any Belarusan adult, irrespective of his or her cooperation with the democratic structures, can apply for this education: students are trained for administrative, not political work. At the same time, adherence to democracy is the main requirement for applicants, along with competence in their field and noninvolvement in the crimes of the regime. All of this, as well as the candidates' wishes and experiences, will be clarified during questionnaires and meetings, and the data of program participants will be stored separately, using encryption and security systems. After the verification procedure, students will be assigned a training and internship scheme and set a deadline. Over the past two years the University of Warsaw alone has trained 45 specialists of the diplomatic corps and the apparatus of the Ministry of Foreign Affairs of Belarus. In December, another 15 trainees were enrolled. And this is not the limit. We are just at the start.

The events of the recent history of Belarus are a source of hope for our people as they continue their difficult struggle against dictatorship and Russian occupation. The Museum of Free Belarus will be a unique cultural site where historical artifacts related to the protest movement of the Belarusians from 2020 to the present will be collected, preserved, and displayed Project presentation (pdf) ⇲ The most important socio-political events in the modern history of Belarus are taking place today. Thousands of Belarusians across the country and abroad are engaged in active opposition to Lukashenko and his puppet regime. Participants of the protest movement collected many documents and artifacts that have historical and cultural value for New Belarus and are items of museum value. These include printed documents signed by the leaders of the democratic forces of Belarus, personal belongings of Belarusian political prisoners, posters, and flags of participants of peaceful actions, and much more. Obviously, today it is impossible to openly collect, store and display such items in Belarus because of the threat of their confiscation or destruction by the Lukashenka regime. Some items are secretly kept in the homes of free Belarusians, while others have been taken by those who left the country because of political persecution to Poland, Lithuania, Ukraine, and other countries. Over time, these documentary evidence of the history of the Belarusian protest may be lost. That is why it is extremely important now to start collecting such artifacts, to ensure their preservation and, at the same time, to demonstrate the events on the difficult path of the Belarusians to democracy. Currently, the museum collection has begun to form on a volunteer basis, it includes several dozen items of museum significance. The Warsaw municipality has provided over 367 square meters of premises for the museum in the heart of the Polish capital. By creating the Museum of Free Belarus, the NAM team in cooperation with partners seek to create a cultural and educational space in Warsaw, where historical artifacts related to the peaceful protest movement of the Belarusians will be collected, preserved, and displayed to residents and guests of Poland. The Museum of Free Belarus project has already been supported by democratic forces of Belarus, including the Office of Svetlana Tikhanovskaya and the Belarusian Rada of Culture. There is a preliminary agreement on cooperation with the National Institute of Museology and Heritage Protection of Poland, the largest social archive in Poland — the Karta Foundation, the Hoover Institution of War, Peace and Revolution at Stanford University (USA), the Belarusian Library and the Museum named by F. - May 21 — Day of Political Prisoners in Belarus
The Human Rights Center "Viasna" declared 21 May as the Day of Political Prisoners in Belarus. On this day in 2021, political prisoner Vitold Ashurak, an activist from Berezovka, died in Shklou colony #17 under unclear circumstances. Today the human rights situation in Belarus is only deteriorating, mass repression is becoming more widespread. It is impossible to establish the exact number of political prisoners. According to the Human Rights Center "Viasna", almost 1,500 people are recognized as political prisoners, while according to DissidentBY initiative the number of political prisoners is 1,770, and a number of experts call the figure 5,000. The NationalтAnti-Crisis Management urges everyone to join the action "May 21 - Day of Political Prisoners in Belarus", to express solidarity with political prisoners of Belarus and once again demand their release. On May 21 in Warsaw will be held: 13:00 — meeting (Constitution Square) and march in memory of the hero of Belarus Vitold Ashurko. - Ruscism in Belarus: will it pass or not?
Persecution for language, torture, mockery and yellow tags for Belarusian-language political prisoners, destruction of Belarusian-language publishing houses, bookstores, schools, etc. organizations, consistent discrimination against the Belarusian language and active Russification of all spheres of state and public life, education and culture, demonization of national symbols and harsh persecution for their use... All these and many other manifestations of purposeful anti-Belarusian, anti-national policy and ideology in our country, for the implementation of which the pro-Russian puppet Lukashenko regime is responsible, are absolutely not accidental. This is a strategy. It is a strategy of destroying the national identity, self-consciousness and self-determination of the Belarusians, destroying the sovereignty and statehood of Belarus in principle - their dissolution into the so-called "Russian world". On February 24, 2023, having completed the process of hybrid occupation of Belarus by the hands of its puppet Lukashenko regime, Russia once again invaded Ukraine. And if it was not obvious to anyone in the world before, today it simply cannot be denied: Russia's aggressive strategy is based on a certain ideology — the ideology of racism. In the video, we dissected the signs and practices of racism in Belarus and tried to find answers to the fundamental questions which we, the Belarusians, have been avoiding for quite a long time: Are we willing to accept that racism in our country will win and become the ideology of Belarus? Will we allow our identity to be destroyed and turn us into "Russians with a quality mark" and independent Belarus into "Belarus", part of the "Russian world"? Do we want to feel the consequences of the war unleashed by the Russians and become a nuclear target on the map of Europe? Do we want to share the shame and responsibility for war crimes committed by Russia and its puppet Lukashenko regime against Ukraine? Racism in Ukraine will not win. Russia will not win this war. But what will happen to us, what side of history and civilization we will be on, whether we will save ourselves as a nation, or save our country, all depends only on ourselves.
- Will Lukashenko arrest Putin?
Let us imagine the situation: Putin arrives in Belarus on a visit. We know that on March 17, 2023, the International Criminal Court in The Hague issued a warrant for Putin's arrest. What will Lukashenko do in this case? The answer is obvious... Or is it? To begin with, a little background history, to refresh your memory. As you know, Vladimir Putin is accused of committing a war crime - the illegal deportation of children from the occupied territories of Ukraine to Russia. On April 10, the NAM team declared Lukashenko's involvement in the illegal transfer of Ukrainian children. Based on the facts, documents and other evidence of the dictator's involvement in this crime, we have prepared and handed over to the Ukrainian side and other international partners a preliminary report "Role of the Lukashenko regime, Russia and the Union State in the illegal displacement and re-education of Ukrainian children". We are not publishing it in the public domain at this time for information protection reasons, but we will certainly do so later. Subsequently, on April 27, the Parliamentary Assembly of the Council of Europe adopted a resolution clearly noting the involvement of the Lukashenko regime in war crimes against Ukrainian children. On May 4, the Verkhovna Rada of Ukraine also issued an appeal to foreign countries to condemn the crimes of forced deportation of Ukrainian children committed by the Russian Federation and the Republic of Belarus, in which the role of Lukashenko in committing this crime is clearly indicated. Finally, the fact of illegal transfer of Ukrainian children to the Republic of Belarus was also noted in the report of the special mechanism within the OSCE, which qualified the deportation of children from Ukraine, including to the territory of Belarus, as a war crime. U.S. Ambassador to the OSCE Michael Carpenter commented on the OSCE report as follows: «The Lukashenko regime is an accomplice to Russia in the war, not only because it allowed the use of Belarusian territory to attack Ukraine and its infrastructure to train and rotate Russian troops, but also because children forcibly deported from the occupied Ukrainian territories are brought to Belarus». The documents listed above: the PACE resolution, the appeal of the Verkhovna Rada of Ukraine and the OSCE report are three big steps towards our goal - issuing an International Criminal Court arrest warrant for Lukashenko. We are moving steadily towards it. This is very difficult and painstaking work, which is the focus of our activities today. Whenever possible, we try to actively cover it and share with you additional information, important points and facts that emerge in the course of this work. There are a few of these points we want to make today. We said earlier that the illegal deportation and displacement of civilians during armed conflict - including children - are crimes under the Geneva Conventions, to which all countries in the world are parties. And all countries in the world have an obligation to surrender such criminals to the competent authorities, or to the International Criminal Court. Hence there are two important points at once: First - the Republic of Belarus, as a party to the Geneva Conventions, in the case of Vladimir Putin's visit, taking into account the warrant issued for his arrest, just like any other country in the world, is obliged to hand him over to the International Criminal Court. Yes, of course, we understand that the illegitimate Lukashenko, as Putin's puppet and main ally, is unlikely to do so. Though knowing Lukashenko's complete unprincipled nature, we can assume anything. After all, the sword of international justice hangs over him too - and he may want to avoid it... At the same time, the dictator's entourage, especially the military, has much to think about. Whether Putin will be in our country soon, we do not know. But if he does, you know what to do. Unless, of course, there are those among you who still believe in justice and fairness and want to stop the war against Ukraine and to save Belarus' independence. Secondly, exactly the same will apply to Lukashenko, when a similar arrest warrant will be issued against him. For our part, we will do our best to make it happen. But in the meantime, you think it over. There will not be enough room on the plane if the dictator escapes. But in The Hague, where he is methodically dragging all of you, there is plenty of room.
- Lawyer Anastasia Lazarenko was sentenced to 6 years in prison
Judges of the Lukashenko regime in Belarus sentenced Lazarenko to six years in prison. The political prisoner's right to defense was restricted - one of her lawyers was summoned to court as a witness, so he could no longer defend her, as a result Lazarenka was restricted in her right to defense during the trial. According to human rights defenders, this happened shortly before the end of the investigation. Anastasia Lazarenko was found guilty under three articles of the Criminal Code: Gross violation of order (part 1 of article 342 of the Criminal Code), unlawful acts in relation to information on private life (Article 203-1 of the Criminal Code) assistance in inciting enmity or discord (part 6 of article 16 and part 3 of article 130 of the CC). According to the materials of the case, Lazarenka allegedly passed the data of the law enforcement officers and judges to the representatives of the telegraph channel "Black Book of Belarus" (BKB), as well as participated in a march in Minsk on August 16, 2020. As Euroradio reported earlier, the law enforcers came to detain Anastasia Lazarenko with submachine guns and bulletproof vests. They climbed in the windows and broke down the door in the house. In August 2020, Lazarenko was holding consultations for Belarusians injured by the siloviki near the detention center on Okrestina in Minsk. She was left with an elderly father and a 19-year-old son who suffers from Crohn's disease.

This long list is not all cases of detention, torture and sentences of Belarusians. These are just some of the most famous and absurd cases there are 1421 political prisoners in Belarus today; at least 3661 people convicted for political reasons; since 2020, about 15000 politically motivated criminal cases have been opened; right now, about 4000 people are awaiting trial on political articles; since August 2020, more than 50000 people have been detained. It is known about at least 193 court sessions on administrative cases: at least 95 administrative arrests and 21 fines were imposed. In total, 425 years of imprisonment were imposed on politically motivated criminal cases in October. At least 114 people were convicted in "protest" criminal cases. This long list is not all cases of detention, torture and sentences of Belarusians. These are just some of the most famous and absurd cases. Repressions in Belarus: October 1 - November 7 October 1 A year of restriction of freedom under home confinement was sentenced to Brest resident Siarhei Beraziuk for insulting police officers. Dzmitry Semchanka, former TV presenter and ex-head of the “presidential pool” of the ANT TV channel, was arrested for 13 days for distributing "extremist materials". - What if Lukashenko is all?
In the case of Lukashenka's sudden departure, there will be challenges of an internal and external nature Internally, a group of the so-called elite close to Lukashenko will try to hold onto power in order to prevent them from being punished for the crimes they are committing against the Belarusian people and in connection with the aggression against Ukraine. On the external front, there will be an attempt at Russian influence, and we can definitely expect that Russia will try to take control of the situation inside Belarus and put its new puppet in power. Such persons may be both the so-called chairman of the Council of the Republic, Natalia Kochanova, and Alexander Volfovich, the so-called secretary of state of the Security Council. They would play a key role in the meetings of the Security Council, which, as a collective body, would practically run the country, and in this body would be dominated by the siloviki, who would most likely choose Volfovich's side. However, the decisive thing will be the action plan, which includes several conditional "envelopes" that will be opened when this situation arises. It is clear that we cannot ask today about the plans of the AFU — in which direction they are planning the key strike during the counterattack, and it is wrong to voice and reveal today all of our plans, which are prepared and change depending on the development of the situation. Some of them were before the war, others became after the beginning of the Russian aggression with the participation of the Lukashenko regime against Ukraine. Here the key factors will be a strong internal movement, ready for action, and an external force in the form of military units fighting today on the side of Ukraine. And, accordingly, the willingness of partners to allow these forces to intervene on the side of the Belarusian people in order to change the situation in favor of the victory of democratic forces. It can be predicted that Belarusians, despite the serious demotivation due to the total destruction of civil society and the suppression of protests in the country, are waiting for the day of Lukashenko's departure so much that it will lead to a mass outing of people to the streets and the subsequent shutdown of businesses and institutions in Belarus in many parts of the country, which should play a key role in achieving the goal - a change in the political situation in Belarus. We have a corresponding basic plan for the mobilization of society at a decisive moment. People within the country should take advantage of such a moment in the first place. With the understanding that in the event of the dictator's demise before Russia's defeat on the battlefield, our common task will also be to actively resist Russia's attempt to "stabilize" the situation. But these are risks that we all have to be aware of in any case - whether Lukashenko will be alive at moment x (any trigger that will cause a powerful shock within the system, such as a successful counterattack by the AFU and the liberation of Ukrainian territory) or the moment x will be his demise. Russia will not let Belarus go for nothing, unless it starts processes of dismantling the federation within itself. However, it is impossible to count exclusively on such an outcome. We must all understand that we will have to fight for freedom and independence, as any other country and nation had to do in the history of the world. Belarusians want to be a free and independent nation and to have a free and independent state. Russia, in fact, denies our right to have such a state and to be an independent nation. And following the ideology of Racism it wants to turn us into the Russians, while Belarus wants to become part of Russia and the "Russian world". Therefore, in any scenario, the question is this: whose desire and willingness to act accordingly will be stronger.
- Polish long-haul workers have unpacked the action of protest on the borders with Belarus
On May 9, Polish long-distance workers launched a protest on the border with Belarus. They said they wanted to facilitate the movement of trucks to Belarus through the Karoshchyn border crossing point (the Kukuryk — Kazlovychy border crossing point, the only one where cargo trucks are still going). The action is allowed, it can last for a month. The facts of the place of incidents have appeared in the social networks. They show that the trucks are on the road to the village of Dabryn Duzhy. It has a parking lot for heavy vehicles. The workers are trying to compete with Belarusian and Russian companies of the transport market with the exit routes. The transport companies are obliged to take cargo with Belarusian and Russian registrations to Poland, and to take measures to prevent companies registered in Poland by Belarusian and Russian transport companies. Another concern is the development of a permit system for Ukrainian transport operators. The organizers of the protest accepted the permission for the action during the period from September 9 to June 9. The protest organizers are trying to unblock one of the walks on the border with Ukraine earlier.
- "White Russia" - the new NSDAP?
The recent statement by Oleg Romanov, chairman of the newly created party "Belaya Rus", gives serious reason to think - not only to Lukashenko's inner circle, but to a much larger number, probably to tens, if not hundreds of thousands of people. And Mr. Romanov stated that Belaya Rus, with the support of Rossotrudnichestvo, intends to participate in the illegal removal of Ukrainian children from the occupied territories. That is, in war crimes. We understand in what context and for what purposes this statement was made. As well as the nature of its appearance. This is a classic mafia approach of Lukashenko, who is aware of the inevitability of responsibility for the crimes he has committed and seeks to smear as many people as possible with them. And of course the Belaya Rus party, which has openly proclaimed its 100% commitment to its mustachioed leader, fits this purpose perfectly. After all, as they say, a bird's eye is a bird's-eye, so the time has come to prove their loyalty in deed. Therefore, there is no doubt that the order to make such a statement to the chairman of Belaya Rus came directly from the Palace. Well, everything is clear with the leadership of the party. These people will do whatever the dictator tells them to do. But what is the rank-and-file of the party now to think? Before it was turned into a party, Belaya Rus was probably the largest public association in the country, with a membership of about two hundred thousand people. Membership in Belaya Rus, in the best traditions of the dictatorship, was in the so-called voluntary-forced order, following the principle "well, if they want it, then join, it is just a formality. Today, it is probably the largest "party" in Belarus. Members of the former public association have migrated to it according to the same principle, and continue to do so. It is to them I want to ask a question today. Did you expect that once, "purely formally" joining the ranks of Belaya Rus, today you will find yourself in the position in which you are put by the party leadership and the mustachioed leader? After all, today your party is on the path to committing war crimes, crimes against children. And membership is no longer a formality. It is potential responsibility for war crimes. Do you remember the most favorite phrase of the silent doers in Lukashenko's system - "well, you understand"? Today all of you should think hard and answer yourselves - do you really understand? In Nazi Germany, there was also a party of the leader - the NSDAP (Nationalsozialistische Deutsche Arbeiterpartei (NSDAP), the National Socialist German Workers' Party. Do you know how it ended? After the defeat of Nazi Germany and the collapse of the Reich, the NSDAP was declared criminal, banned and disbanded. Its ideology was declared one of the main causes of the war. Its assets were confiscated, its leaders and not only leaders were condemned and some even executed. Many had to flee to South America. By the way, can you afford such an escape? Subsequently, most of the former members of the NSDAP were subjected to special checks, lustration and were deprived of their positions. So how do you feel about that prospect? So do you understand exactly, current and future members of the NSDAP named after Lukashenko, where you ended up? Did you go there, when you "just" joined, "formally, for a tick" or because your superiors demanded it? War crimes? What do you do now? Turn in your party tickets, if you have them, now. And if you don't, don't get them. Don't become the new Nazis. To Mr. Oleg Romanov, so-called chairman, I will say only one thing - your statement and attempt to blur the responsibility of Lukashenko, the attempt to distract and dilute attention from the already launched process, which is bound to bring your master under trial - all this is in vain. Our aim is not off. Our current target remains the same, and that is the warrant for Lukashenko's arrest. However, both you and the members of your party should understand that all the documents of Belaya Rus, all the protocols, are sure to become the subject of the most thorough examination.
