  • Silver "Pogonia" (the Chase) in laurel wreath

    The Cabinet begins awarding individuals who have shown exceptional loyalty in the service of Belarus According to Resolution No. 3, the United Transition Cabinet of Belarus will award the "Honor and Dignity" medal on behalf of the Belarusian people to individuals who have shown exceptional devotion to the service of Belarus. National Revival Commissioner Alina Koushyk, who was assigned the case, commented on the Resolution: — "The Pride and Dignity Medal”, which we have already produced, is a silver-colored medallion with the image of the Pogonia in a laurel wreath, with the inscription 'Belarus First' on the reverse side. It reflects Homeland's pride in a man who has exceptionally distinguished himself in service. The main element of the medal's subject is the Coat of Arms in the characteristic iconography attributed to the artist Jozef Drozdowicz. The laurel wreath is taken from the largest denomination coin of World War II, the gold Portuguese Sigismund August of 1562, which was used primarily as a reward for service. Gathered together, they draw attention to the continuity between the MDU and Belarus, to the existence of a long tradition of the Belarusians awarding for services to the homeland. The inscription "Belarus First" emphasizes the merits of Belarus and its people. The blue color of the medal ribbon emphasizes the purity of the sky over Belarus. The white-red-white insertion refers to the colors of the national flag of Belarus. The silver color in heraldry means honesty, sacrifice and selflessness. The best Belarusian heraldists, historians and cultural figures worked on the medal. Medals were made at the expense of a charitable private donation; the donor's name is withheld at his request. A special commission, whose composition was approved by the head of the Cabinet Sviatlana Tsikhanouskaya, will select those worthy individuals who are worthy of the award. We will soon announce the names of Belarusians who will be the first to receive this award. Some of them will be awarded privately for security reasons. Through internships in EU countries, we will train professionals who will take up public office and implement reforms. Current officials who disagree with the regime, as well as Belarusians who have left Belarus for political reasons, are welcome to participate confidentially in the training. We will make sure that the personal data of all participants, especially those in Belarus, is kept safe. Change is bound to happen. And now we use the time to prepare and grow professionally. An online platform has been set up for recruiting members of the personnel reserve, where an application form can be filled in for participation.

  • Latvia supports the establishment of a tribunal against Lukashenko

    Deputy Head of the United Transitional Cabinet, Head of National Anti-Crisis Management Mr.Pavel Latushko met with National Security Adviser to the President of Latvia, Secretary of the National Security Council Mr.Jānis Kazochins, Foreign Affairs Adviser to the President of Latvia Ms.Solveiga Silkalna and Ambassador of Latvia to Poland Mr. Juris Poikāns. During the meeting, the parties discussed the following topics: increasing the effectiveness of measures of economic pressure on the regime and political support for national sanctions of Poland and Lithuania. In particular, the closure of commercial border crossings on the EU-Belarus border. At the same time, Pavel Latushko noted the importance of maintaining the operation of civilian crossings for humanitarian purposes. The Statement of the Cabinet on this matter was handed over to the Latvian side; The Cabinet's concept of international legal pressure on the regime. Pavel Latushka brought the position on the establishment of an international criminal tribunal for crimes against humanity committed in Belarus since 2020, a tribunal for the crime of aggression against Ukraine, filing an application against Belarus in the International Court of Justice, as well as supporting initiatives of universal jurisdiction. Solveiga Silkalna pointed out that this topic is of particular interest to the President of Latvia, who is at the forefront of European leaders who advocate the establishment of a special tribunal for the crime of aggression committed in Ukraine. According to Advisers to the President of Latvia, the topic of the tribunal for crimes against humanity committed in Belarus since 2020 is also a priority for the Latvian side. Also, the Latvian side was informed about the position of the Cabinet on the necessity of recognition of the KGB and the Main Directorate for Combating Organised Crime and Corruption (GUBOPIK) as terrorist organizations. The official letter to the authorities of Latvia on this matter was handed over during the meeting. It was also agreed that in the near future a legal concept of the Cabinet on ensuring the responsibility of the Lukashenko regime for crimes of aggression and against humanity will be transmitted to the Chancellery of the President and the Ministry of Justice of Latvia.

  • Statement on the Anniversary of the Beginning of Russia's Full-scale Aggression against Ukraine

    The United Transitional Cabinet of Belarus considers it a strategic priority to support Ukraine on its way to a decisive victory over the aggressor The United Transitional Cabinet of Belarus considers the aggression against Ukraine an international crime of Russia and the Lukashenko regime and expresses solidarity with the people of Ukraine in their struggle for independence, sovereignty, and territorial integrity of their country. Democratic Belarus joins the UN General Assembly resolution of February 23, 2023 on the need to achieve a comprehensive, just and sustainable peace in Ukraine as soon as possible, in accordance with the UN Charter. We call on the governments of all countries to provide all necessary assistance to Ukraine to protect it from the Russian occupiers, including arms. Since the beginning of the invasion, the people of Belarus have opposed Russian aggression, as evidenced by anti-war protests, Reik guerrilla sabotage, information about the actions of the Russian military in Belarus, donations, humanitarian aid and participation of Belarusians in the volunteer movement, including in Ukraine itself. We pay tribute to all Belarusians who help Ukraine. The Belarusian people are proud of the Belarusians and Belarusians who are fighting against the occupiers as part of the Armed Forces of Ukraine and honor the memory of the soldiers who gave their lives in this struggle.   • Conference on the Belarusian Book Business

    The National Revival Representative of the United Transitional Cabinet is organizing a conference on the Belarusian book business, which is to be the founding meeting for the creation of the Belarusian Book Institute. Alina Koushyk, representative of the national revival of the United Transitional Cabinet, Belarusian PEN Center, public campaign "Let's be Belarusians!" and Inbelkult 2.0 platform invite you to the conference "Institute of Belarusian Book: Dreams of Belarusians", which will take place in Warsaw, January 21. In the conditions of incessant struggle against Belarusian books, when more and more Belarusian art and historical books are added to the list of "extremist materials," the conference will become a platform for searching qualitatively new solutions for preservation and development of Belarusian book industry as a basic element of national culture. Participants of the conference will discuss topical issues of dissemination of the Belarusian book, its presentation in the international arena, formation of the Belarusian book market.   • Do not take our attention away from our main goal

    To return power to the Belarusian people and make our country a safe and comfortable home for us all. The Foreign Affairs Representative of the United Transitional Cabinet Valery Kavaleuski talked about his working accomplishments in 2022 and named what will help the Belarusians defeat the regime and protect the sovereignty of Belarus: "Dear Belarusians! All of us have had a very difficult year. The tasks which I, as a foreign affairs representative of the United Transitional Cabinet, had to accomplish were a real challenge. I am glad that I was able to achieve the following results: in the face of the use of Belarusian territory in the war against Ukraine, much effort was made to separate truth from lies in the eyes of the international community, to separate the Belarusian people from the illegitimate regime that had illegally dragged our country into the war. And we have indeed succeeded in doing a lot in this direction; the international space of democratic forces in Belarus continued to expand, thanks to Sviatlana Tsikhanouskaya's intensive communications and the work of her team and the United Transition Cabinet. This took away opportunities for the Lukashenko regime to promote its illegitimate interests; the foreign presence of democratic forces in Belarus began to develop. Four missions were established in 2022, in Kiev, Brussels, Prague, and Tallinn, to work more effectively with international organizations and national governments on an ongoing basis; the first, but very important steps were made to institutionalize the relations of Belarus' democratic forces and civil society with intergovernmental organizations. For the first time in history, the Council of Europe established relations with us through a contact group. This underscores the international recognition of who among the representatives of Belarus really cares about its state interests; we have gained new opportunities to solve practical problems of the Belarusians outside Belarus. Many visa and legalization issues were successfully resolved. We paid special attention to the problems of Belarusians who stay in Ukraine, engage in volunteer activities and fight in Belarusian volunteer formations. We will continue to look for ways to solve the problem of travel documents for Belarusians who cannot return home. I wish us all in the new year to learn to appreciate our personal and joint achievements, which were made under extremely difficult conditions, to cherish and support each other, not to detach our attention from the main goal: to return power to the Belarusian people and make our country a safe and comfortable home for us all. I wish faith, strength and solidarity to all of us next year on the way to victory and in defending the independence and sovereignty of Belarus”.

  • National culture and language are our weapons, and at a time like this we must make full use of them

    The National Revitalization Representative of the United Transitional Cabinet Alina Koushyk spoke about what the dedication of the year 2023 means to the Belarusian language and national revitalization, and named the activities planned for the declared Year: "This year, the United Transitional Cabinet will help to increase the daily use of the Belarusian language, to have more Belarusian language projects that are aimed at that. What exactly are there plans to do? The detailed plan is still being finalized, but I can already say that we will make it easier for adults and children to learn the Belarusian language. We will promote the creation of a network of Belarusian schools. We will encourage Belarusian media platforms, including bloggers and celebrities, to use the Belarusian language more to popularize it. When I started collecting information about various Belarusian cultural and educational projects and initiatives, I saw that there were just a lot of wonderful, "light-hearted" projects that popularize our language, culture and history. But not many people know about these projects. So, we will try to support them, to make the information about them accumulated and placed on one site in an attractive way. We will also contribute to the Belarusian book publishing. We are a Scorinian, bookish nation. We have always had a high level of education. But today the regime is trying to destroy and ban Belarusian books. That is why we, following the example of the innovator Skorina, are going to bet on new technologies: we are going to promote creation of a whole library of Belarusian audio- and electronic books. To make sure that books reach Belarusians, we will take part in setting up a system of their distribution. Overall, our goal is for the Belarusians to strengthen their national identity, which is especially important for those who went abroad. And it is important for all Belarusians without exception in the conditions of the "Russian world" offensive. Our national culture and language are a real weapon in such times. And we must take full advantage of it, given that this year could be a decisive one”.

  • Education of Belarusians

    Poland goes towards January 24, Pavel Latushko as a member of the delegation of the United Transitional Cabinet, headed by Sviatlana Tsikhanouskaya, took part in a meeting with Minister of Education and Science of Poland Przemysław Czarnek. During the meeting, the head of the NAM proposed to discuss in more detail the training of personnel for our country on the basis of Polish universities. In particular, the project "Personnel Reserve for the New Belarus" is a joint initiative of the United Transitional Cabinet, National Anti-Crisis Management, Sviatlana Tsikhanouskaya's Office and the movement "For Freedom”. The main task is to prepare qualified specialists who will replace former officials of the regime during the first period after the end of Lukashenko's rule. The Minister welcomed the creation of the project and promised to analyze the possibilities of the Polish educational system — to prepare the specialists, meeting the requirements of the difficult transition period in our country. As Przemyslaw Czarnek assured, the Polish side will develop initiatives that would allow the future Belarusian officials and administrators to gain knowledge about the functioning of the public administration of the European countries and gain relevant experience. In addition, the Polish Minister of Education and Science supported a proposal by Pavel Latushko to create a working group on the education of Belarusian children in Polish schools and students in universities jointly with the United Transitional Cabinet. The group is to focus its efforts on the issues of employment of scientists and teachers, recognition of diplomas, further development of the Kalinowski scholarship program and other initiatives in the interests of the academic community of Belarusians in Poland. On the part of the Cabinet, Alina Koushyk will lead the group. A particularly important gesture on the part of the Polish government was the minister's proposal to discuss additional tools for financing educational programs for Belarusians. As Przemysl Charnek said, Poland is well aware of the importance of quality education for Belarusian citizens who need to return and build a state from scratch — in the spirit of political freedom, peaceful good neighborliness and European democracy. We are grateful to the Ministry of Education and Science of Poland for the voiced position, openness and willingness to cooperate for the benefit of Belarusians who suffered from Lukashenko's regime.

    "Is there confidence that the Cabinet will respond with dignity to Belarus entering the war with full force?" Actions of the Cabinet in response to the possible entry of the Armed Forces of the Republic of Belarus into the war against Ukraine: "To give such a response is not only the task of the Cabinet. It is a joint effort of all citizens, including those outside Belarus. The work to coordinate this activity continues; it has never stopped. We are getting ready for this moment, we would not like to, but we have to get ready". (S. Tsikhanouskaya) "The success of our plan to confront the regime and its troops is inversely proportional to the amount of information about it. Please understand that there are things that need to be kept quiet about, because otherwise it will be difficult to implement them". (V. Sakhashchyk) "We are working together with Ukrainians, we have developed a special plan for this case, but I cannot disclose its details. We work with activists in Belarus who signed up for the Victory plan and prepare them for such a situation. The Victory plan was initially developed under different conditions. We are processing it now. It was not designed for a specific date, but for the conditions when the Belarusians would be ready to implement it. At the moment, launching the plan is suicide, so we are getting ready". (A. Azarov) "We have to act in the international direction, it is also a question of how we will solve humanitarian problems. We understand that many Belarusians would like to leave Belarus under such conditions. Now we are working on the creation of an international coalition in support of independence of Belarus, and this work will be very useful if such events take place". (V. Kavaleuski) Relations with Ukraine: "We, Belarusians, will support Ukraine no matter how our political dialogue with it develops". (S. Tsikhanouskaya) "Since March, we have been constantly visiting Ukraine to work with representatives of the official authorities of Ukraine, with Belarusian volunteers, there were many political meetings, including in the Office of the President of Ukraine, with M. Podolyak. We can't say that we are satisfied with the level of relations with official Kiev, but we understand their logic, the conditions under which they face a deadly threat, and therefore support for Ukraine remains our priority". (V. Kovalevsky) Relations with the Kalinovsky Regiment, the possibility of meeting with them S. Tikhonovska in Ukraine: "I will be very happy to meet representatives of the Kalinovsky Regiment. I can't say that we have no contact with them. We are in constant contact with the Kalinovsky Regiment through our foreign affairs representative. So far, I can't meet with them in Ukraine because my status in Lithuania requires an official invitation from the Ukrainian Foreign Ministry, which they can't give me yet. If it is decided, I am ready to meet". (S. Tsikhanouskaya) Helping political prisoners, negotiating with the regime for their release: "We must understand that we don't have the keys to prisons. The regime is primarily responsible for the situation with political prisoners. We do not see any signals from its side about its readiness to negotiate. It is very important not to approach this case as a "trade. We shouldn't quarrel with each other because we all want the same thing". (V.Garbunova) "Political prisoners have not appeared in Belarus for the first time. Taking into account the previous experience, there is a very high risk of being deceived by the regime in such negotiations. So is the regime's proposal with the interdepartmental commission on the return of those who have gone abroad - we understand that society has no reason to trust it. That is why the first signal from the regime should be a step to release a number of political prisoners on humanitarian grounds: the disabled, people with many children, etc.". (V. Garbunova) "We have started negotiations with partners from different countries who are ready to support our idea of creating an international fund to help political prisoners in Belarus. This should be a kind of "common purse" to strengthen the important work that is already being done by Belarusian foundations and public organizations, so that these foundations and organizations could support more people". (V. Garbunova) Sanctions, closure of border crossings on the border with Belarus: "We believe that it is necessary to increase pressure on Lukashenka's regime to release political prisoners. By closing border crossings with Belarus for the transport of goods, neighboring countries are exerting strong pressure on the regime. We urge the governments of democratic countries to support the decision of Poland to close the border crossings and increase pressure on the regime. But this is not about restricting passenger traffic. We have developed our vision on these issues and voiced it, but the decision is up to the countries that impose sanctions. We have voiced our proposals on the harmonization of sanctions policy in relation to the regime of Belarus and the Russian Federation. It is important for us that there is no way to bypass the sanctions, we are in constant contact with the relevant EU bodies in this regard". (P. Latushko) "Information has appeared that a number of countries want to remove deliveries of Belarusian potash fertilizers from the sanctions list. But the position that these sanctions allegedly significantly increase the cost of food in the world has no basis whatsoever. Rather, the point is that there is lobbying on this issue by the potash groups that make billions on it, including Lukashenko". (P. Latushko) International pressure on the regime: "We start working to block Lukashenko's candidacy for the UN Security Council elections". (V. Kavaleuski) "The visit of the Hungarian foreign minister to Belarus is a departure from the policy of non-recognition of Lukashenko, which the EU has been pursuing since 2020. But it is a step of only one state, which has already marked itself on the map of Europe as quite favorable to authoritarian regimes, including those of Putin and Lukashenko. Therefore, we cannot say that this is a change of policy of the entire EU". (V. Kavaleuski) "We are cooperating with Interpol: we want this organization to check all the requests that the regime sends to this organization, because we have collected a lot of evidence that the regime uses this organization to find political opponents. As for the case of the detention of a Belarusian with a humanitarian visa in Naples - we checked: this case has nothing to do with politics, it concerns a crime committed before 2020". (A. Azarov) A new passport for Belarusians: "The passport should be intended not only to confirm Belarusian citizenship, but also for international travel. We have consulted a lot with international partners to confirm the viability of the idea. There are preliminary agreements on this matter; I cannot reveal all the details. The project is supported by the European Commission, but success depends on whether we get support from individual states. A special group of heraldic designers worked on this document, the idea was supported by the sponsors". (V. Kavaleuski) Culture: "The work in the sphere of culture and education is not as visible and promoted, but no less important than the work of the power block. I am glad that the Pride and Dignity Prize has caused such a response — I am sure that our national consciousness will be strengthened by such public discussions.   • Belarus will be part of the European economy

    Sviatlana Tsikhanouskaya with a policy statement in Davos On 19 January, the National leader and Head of the United Transitional Cabinet of Belarus presented her vision for the future development of the Belarusian economy and business in Davos. The main points from her speech: "Belarus will always be part of the European economy. When democratic changes take place in our country, the countries of the European Economic Area will become our main partners in trade and investment." "We are not afraid of the economic challenges that a new democratic Belarus will face. We already know what to do to overcome them: We will have to work hard to remove sanctions from Belarus. We will start reforms to liberalize, to stimulate the private sector and green economy, and to attract foreign investments. We will seek to liberalize foreign trade by signing free trade agreements with key partners, including the EU. Many state owned enterprises will be privatized, some will undergo major changes in management. We will launch deep institutional reforms, including judicial reform, education reform and public administration reform. "I urge the authorities of other countries to welcome Belarusian entrepreneurs. International companies hire Belarusians as employees. I call for help in solving the key problems of Belarusian business. There are at least three of them: Problems with obtaining visas and residence permits for both Belarusian entrepreneurs and employees and their families Difficulties in opening and maintaining bank accounts Difficult access to finance and investment opportunities due to a lack of credit history. "I urge you to cut all ties with businesses and people loyal to the Lukashenko regime and instead to establish relationships with honest businesses in democratic Belarus."

    Sviatlana Tsikhanouskaya and representatives of the United Transitional Cabinet met with the Minister of Internal Affairs of Poland Mariusz Kaminski The meeting was also attended by Poland's Deputy Minister Bartosz Hradzecki, and on the Belarusian side — Deputy Head of the United Transitional Cabinet, Pavel Latushko, and Cabinet representative for Foreign Affairs Valery Kavaleuski and Representative for Defense and National Security Valery Sahashzyk. The following issues were discussed: Simplification of legalization and migration procedures for Belarusians. The Belarusian side asked for assistance in making the procedures more flexible and faster. A working group at the Ministry of Internal Affairs of Poland has already been created and is active, which is engaged in solving migration issues of Belarusians in Poland; Issuance of alternative documents of a “New Belarus” — Poland supports the initiative on which the democratic forces are working on, creating alternative legally binding documents for Belarusians in Europe. This will help thousands of Belarusians who are in Europe that cannot return to Belarus and do not have proper documents; Support of Belarusian volunteers in Ukraine. The topic of bringing to justice those responsible for repression and the war in Ukraine. The internal situation in Belarus, the possibility of Belarusian troops entering the war and the possibility of supporting repressed Belarusians.
